Bringing Up Baby the Victorian Way.

The baby-minder, seen here is in the Folk Museum, Cambridge. The post would have been attached to the ceiling and the floor. The baby would be secured in the round rest on wheels and the upper ring lowered over it's body. The child would then be able to move around the post, rather than roam the room, as much as the baby-minder would allow. Of course in those days, there was a lot of danger with open fires and hanging cooking pots, but I can't imagine the baby liking it much and it reminds me of a treadmill !
