Another dog walking blip.

My understanding of the "'Elf and Safety" rules is that you wear a bright yellow hard hat as protection against people dropping things on you - from a great height. I can't see any possibility of that happening here; perhaps it's to provide a target for passing gulls (or small boys with catapults).
I wouldn't dream of getting this far off the ground.
