colorful Brazil

Brazil is very colorful, but sometimes colorless ... This sounds as a contradiction, and that it is.
Brazilians like vivid colors, and sometimes you see someone painting a house blue, pink, or purple or another color which in other countries never would be used.
On the other side, some buildings or houses are never painted or plastered, and window frames have never seen a lick of paint and looks like a ruin.
So maybe to compensate for the colorless part, they exaggerate in the colored part, Who knows a better explanation can give his/her's opinion.
By the way this photo was taken at the handicraft fair in Embu das Artes, about 25 Km outside São Paulo.
