Stirling Council website says - "The building was erected on a site originally used as the Town's Meal Market .... Originally, the bottom floor was a shop, the second floor the Athanaeum Reading Room, while the top floor was shelved for use by the Stirling Subscription Library. The building opened in July 1816. In 1874, the building was refurbished to incorporate new Council Chambers and offices and the Town Council of Stirling moved there from the Tolbooth in March 1875. It remained the Council Chambers until the new Municipal Buildings were opened in 1918."

I just fancied playing about with a wide angled lens.
