Cabbage tree?

After a long lie-in and a slow start we wandered down to Ocean Terminal due to needing multiple birthday cards for a clutch of them this week.

It was a grey mizzly old day - but on the way back I was struck by the sight of these little trees across the dock beside the old custom house. Can they really be Leith's very own pair of cabbage trees, and how come I never noticed them before? (The second part of that question is rhetorical).
