Sweets, sweets, sweets

A rather unusual store selling all manner of sweets.  Located alongside the main road through Baildon (West Yorkshire) I understand it's been selling sweets here for at least 60 years.
Interestingly, if you look closely, you will see the store has wheels.....
Now sunk into the tarmac I don't think it will be moving very far in the near future.  I wonder if their purpose was some ploy to get around planning permission, or to avoid rates?
