The infinite office block ........

....... or so it may seem.

It would be an exaggeration to describe this as architecture. When it was added to the old Swinton town hall in 1974 to house the new Salford City Council, the priorities were low cost and basic functionality.

Known to all as "phase 2" (a deserving functional title), budget cuts and falling staff levels now mean that nearly everyone who works for the City Council works here, or in the adjoining buildings,
