Littering is pretty much always WRONG and BAD but there's something mildly more scenic about litter-items when they take the form of old-fashioned devices such as sweet tins, barrels or sacks rather than modern discardances such as polystyrene chip-boxes, plastic carrier bags or car hub-caps. Ideally the tins, scks or barrels should be emplaced a garage, attic, loft, cupboard or shed to shed their air of litter and become items of interest rather than of no further use. Similarly jars are perfectly acceptable items when haphazardly arranged on a shelf in a garage and filled with reclaimed screws, nuts and bolts but when strewn in a gutter they're very similar to thrown-away bottles, a very popular form of rubbish.
