Another Hawk in the Eating Tree

The only kind of hawk I know is a red-tail, and I don't see a speck of red or brown on this bird. I would think that yellow feet, white beak, black head and b&W chest feathers would make for a good ID, but I can't find such a creature. I've been told there is actually something called a Black Red-Tailed Hawk--something to do with morphs and juveniles. Maybe that's what this is. It's very puffed up.

We had a nice day out of town, poking around Asian supermarkets in Marina, just south of here, and having a nice Vietnamese lunch. Came away with an eclectic mix of groceries, including fresh kimchee, cornsilk tea and a package of fat rice noodles.
