Construction

Looking for all the world like a massive construction kit they are building something on George Street. Presumably part of the city's Christmas celebrations and maybe the reason that places like Portobello and the other city suburbs can't have Christmas lights because all the budget gets spent in the city centre? I wonder if there is a cost-benefit analysis of the spending?
