What are these?

I  pass these doofers when I decide to go home via a country lane that stops me getting held up on a miserable roundabout,  Today in gorgeous sun (between heavy storms) I took a picture through the door handle of the 12' high mesh fence that encloses them.  From the smell I imagine it may be the top of an underground sewage works or something.  Will have to investigate
