A Hover on a Hebe

Looking for a blip I spotted this hover fly (?) on a Hebe, I couldn't work out what it was though. I spent most of the day uncovering the soakaway pipe that has some water in it and as expected there's one bit where it's sloping up slightly instead of down. The pipe is very close to the surface so I'll need to get some options on how best to fix it without re-doing the whole thing.

UK deaths up 202 to 41,481 and I noticed that new hospital admissions have gone over 500 again and have been going up for a few days. The R rate is 0.7-0.9 for the UK, but 0.8-1 for England with a regional R rate for the South West in a range that could exceed 1. The latest ONS report from 25/5 to 7/6 said that 1 in 1700 people in the UK had the virus. 

The UK economy unsurprisingly saw its largest single monthly fall on record of 20.4% in April when most people were in lockdown, but the BoE Governor says there are signs that the economy is coming back to life. Unsurprisingly the food / accommodation sector has been hardest hit. The briefing was largely covering old ground, but there was a reminder to not meet in groups of more than 6 people and that it's mandatory to wear a face covering on public transport from Monday.
