Paper Flowers

I went down to the Arboretum in town and saw this flower bush.  A guy that was just coming in said they are paper flowers.   I had never seen or heard of them before.   They have little orange flowers and seems that maybe in a week or so they will be full of blooms.  Has any one ever heard of them before?    A good day, though there was really not any sun all day, a few sunbreaks of 30 seconds doesn't really count.   We actually had a little hail around 3 or so today.   Since then it's just been grey skies and calm at 46 degrees.
