The Marie Celeste?

Here is the new West Downs Centre, at Winchester University, built over two years, at enormous  expense,  and completed  in June 2020. Sadly, it has not yet been officially  opened. Today, when I walked past it appeared, as usual, to be cast adrift and totally bereft of people.
