Nest building or restoring?

The Magpies have been very busy up in the tree to the left of our garden, dashing in and out with twigs and some bits not far from being branches!
It's the same tree that one pair of the pigeons normally use so I'm wondering, are the Magpies building their own nest or have they developed a conscience and rebuilding a Pigeons nest that they destroyed!
