Average

Can anyone explain why any organisation you phone is 'currently experiencing an above average number of calls'? Has below average just been universally abolished? Or do they calculate their averages from 1934? Anyway after my above averagely long wait (actually it wasn't - it was just the normal long wait) I got through to someone who was above averagely helpful.
