Damselfly

I think this is a teneral (newly emerged) male common blue damselfly, Enallagma cyathigerum, that has yet to develop its characteristic blue colour.  On the other hand, it might be a female.  

It is resting on a burnet rose, Rosa spinosissima aka Rosa pimpinellifolia
