Who decides?

I have lots of questions today but they will only eat away at me so they will be best left unasked.

Seeing this has made me forget those questions and ask these instead......

Where do Post Boxes get positioned?

How is the place chosen?
Who makes the decision?

The same questions can be applied to bus stops.
