Is it art?

Some industrial tools were recycled to make  this small ‘dinosaur’. I recently bought it at an Open Studio event in Callander to pair with this tall, thin jug on our patio wall.
The jug is a gift from Angela Watt of Resonate. I happened to spot it under a table . Its origin is not known.
