A new accessory for a Dalek?

We spent a fascinating (very rainy) morning under cover at Threlkeld Mining Museum, while on a Lakeland Photo Holiday. This mysterious object really took my fancy. I suspect it used to be a gauge of some sort but it looks as if the local spiders have been at it in addition to its general decay and rust.

Maybe it would suit a Dalek?
