Building a sky scraper piece by piece.

These guys were fitting the mirrored exterior panels to Baku's Flame Towers, due to open in April next year see here. The base is surrounding by a hoarding, and I'm not sure how far below road level the building starts, but they were around the 8th floor of a tower that appears to be about 24 storeys high. There are three towers to this project, one will be residential, another a business centre, the third a hotel. Baku is obviously hoping for a lot of visitors, the Hilton, Marriott and Four Seasons are all racing towards completion some time next year.
