Swirling leaves - photography or art?

I was trying to think of another way to capture the autumn colours this afternoon. A lot more leaves have fallen and the light was grey as Dickie (the wonder dog) and I set out for our walk.

I decided to try swinging the camera in an arc during the exposure. (I'd seen someone else produce excellent results) Mine were OKish but not wonderful. I did a bit of processing and then added the watercolour effect. The image now looks more sculptured and I like it, but the question is: "Is this a photograph or a piece of art and where is the dividing line?"
