I nearly called triple 0...

... until I realised that this was not a real burglar, but a rather clever trompe-l'œil. Perhaps whoever commissioned or painted it wanted to deter real burglars, making them think someone else has already got this one, or maybe they wanted to give passers by in the back lane a bit of a chuckle.
