GRAFFITI

GRAFFITI is considered an art form in some places, but not where I live.
There is a zero tolerance policy concerning GRAFFITI in our city; in fact, there is a goal to remove it within 24 hours after it is reported.  It is considered a defacement of property.  Graffiti is associated with gangs, which are a hug problem in some cities in our county.  Gangs communicate & mark their territory with graffiti.  

This huge spot of GRAFFITI is located on a wall near an exit ramp, leading from a LA freeway.  I took it while waiting for the traffic light.
I am guessing this might be a sanctioned place for "street art."
There is a website that lists "The 13 Best Places For Graffiti in LA."
In Venice, California there are "Public Graffiti Art Walls." 

So, obviously, not all street art is gang related.  
I wonder what this graffiti means...
