These characters are on either side of the centre of this. Which is the same building as this, and this, and this, and this. It seems as though almost everything in Henley has been applied to just the one building, variously known as “The Imperial Hotel and associated buildings” or “Dragon Court”. I don't understand how these two fit in with all the dragons and the half-timbered mock Tudor, so if anyone can help I'd be very grateful.
